Abstract

Football is a popular sport in the world, including in Indonesia. The popularity of football is in line with the audience who enjoy it from various circles, so that football matches are in the spotlight of the audience. Quality referees are needed so that mistakes do not occur in officiating the match. The quality of a good referee needs to be evaluated through the refereeing system. This evaluation research uses a descriptive method with a qualitative approach. The evaluation model used is CIPP (Context, Input, Process, Product) which involves 5 research subjects. The subjects of this research were the chairman of the district association, chairman of the referee commission, and 3 referees in East OKU district. Research data was obtained from observations, interviews and documentation. The results of the context variable analysis are in the good category with one aspect of the assessment not being fulfilled. Input variables are included in the sufficient category with aspects of funding assessment and incomplete facilities and infrastructure. The process variable is in the good category with one aspect not yet fulfilled, namely the guaranteed welfare of the referee. The product variable is included in the very good category with several excellent referee achievements. The conclusion of this study is that the football refereeing system in East OKU district is in the good category. This is in line with the many achievements that referees have achieved.
